Add the shared media-provider execution skill and route VideoOps authorization, source-aware audio QA, and exact-candidate approval through the existing runtime. Generated inventory and release metadata are synchronized; temporary-profile installation verifies the new skill without changing live profiles.

Validation: Release-readiness and clean-install checks passed; inventory contains 133 skills, including 36 VideoOps production skills.

Live provider scope: ElevenLabs TTS passed in the companion runtime; Sound Effects rejected the saved key as unauthorized, and Free-plan music was blocked locally. No media publication or account upgrade is included.
