Permission boundary: ACT only with explicit approval evidence and --act --yes; credentials never imply authority. Verified with 17 Kujo tests including denied authority, dry-run, successful local publication, receipt construction, duplicate prevention, and checksum drift rejection, plus doctor and diff checks using Kujo 1.0.1. Hosted and Git/static-site providers are unavailable optional adapters in 0.1.0.
