Initial Kujo-native editorial control desk. Stable scope: local ideas, campaigns, commissions, assignments, status records, handoffs, packets, review queues, deterministic fixtures, and versioned JSON contracts. Key commands include idea add, campaign create, commission create, assign, packet daily, handoff, review-queue, export, and doctor. Permission boundary: PROPOSE only; StoryDesk cannot approve or publish. Known limitation: no publication APIs; recurring generation relies on deterministic inputs and duplicate rejection. Verified with 12 Kujo tests, doctor, git diff checks, and the offline example using Kujo 1.0.1. Hosted providers are not required.
