Initial Kujo-native exact-version human approval ledger. Stable scope covers requests, decisions, checksum-bound approval, destination/action scope, conditions, expiration, revocation, history, and verification. Permission boundary: PROPOSE; agents cannot impersonate humans, broaden scope, or publish. Verified with 15 Kujo tests including successful exact-byte verification and one-byte drift rejection, plus doctor and diff checks using Kujo 1.0.1. Hosted providers are not required.
