修補開發依賴 fast-uri 的四則高風險公告，更新至 3.1.6，並把完整依賴 audit 加入本機與 CI gate。新增八個 URI 回歸案例；公開動畫、歌曲及靜態 API 資料保持一致。

驗證：147 catalogue、236 unit、12 Playwright 測試通過；完整與 production-only audit 為零弱點；build、公開邊界及 Workers dry-run 通過。合併後 CI／Workers Builds 成功，正式部署已啟用；全量公開 API 契約與七個代表路由的產物 hash／安全 headers 比對通過。

Updates fast-uri to the upstream security release 3.1.6 and adds regression coverage and dependency audit gates. The reviewed catalogue and static delivery contract are preserved.
