Retire the generated APK package step (#764, cli#405 PR 4a)

Breaking. Android packaging moved out of the generated build into the android provider (labelle-android v0.2.0). The assembler no longer emits package_apk.txt or the generated zig build package step. The CLI's package hook (after build → zig-out/apk/game.apk) now does that job.

The .android block in project.labelle keeps only the keys that affect code generation. Packaging settings (signing, SDK/NDK, manifest, deploy) live in providers/android.json, read by the provider.

Use it with labelle-cli 2.0.0 (the provider CLI) and a backend that pins labelle-android ≥ 0.2.0 (bgfx 0.30.0). Older CLIs that call zig build package will not find the step.
