Fair Share Scheduler Enhancements

Improved resource group validation and user feedback in the Fair Share Scheduler. The system now displays warning indicators when domains, projects, or users are configured with resource groups outside their allowed scaling groups, helping administrators identify and prevent misconfiguration.
