fix(workflow): restore legacy HTTP tool input defaults

• restore legacy editable HTTP workflow parameters as Agent-generated inputs during detail loading and runtime execution
• mark newly added tool parameters with the correct default mode
• preserve explicit manual selections and add focused regression coverage

Verification

• global formEdit tests: 121 passed
• service workflow dispatch tests: 84 passed
• app workflow detail tests: 20 passed
• new RenderToolInput default test: 1 passed
• app typecheck passed
• focused ESLint passed with an existing React Hook Form compiler warning
• full pnpm test remains blocked by the repository workspace filter referencing missing @fastgpt/admin
