* fix(mcp): resolve tool arguments from configured values

Read MCP arguments from the component's value stores so server-defined
names such as index and description cannot resolve to methods or metadata.
Keep optional blanks omitted, configured falsy values intact, and input
values available when no attribute value exists.

Adapt the value-store approach from #15523 and #15564, add regression
coverage, and update the packaged MCP component template.
