Adds a badge row (PyPI version, Python versions, MIT license) and a pip install ssys block to the top of the README, now that 0.6.0 is published to PyPI.

Also removes the now-false "release uploads are deferred until public project infrastructure exists" clause from the Scope note. The license badge links to the local LICENSE file rather than a github.com URL so the release-metadata gate (which still forbids GitHub URLs) stays green.

Note: the metadata gate's "until public URLs exist" policy (no github.com, no [project.urls]) is now stale — the repo is public and on PyPI. Modernizing that gate and adding proper project URLs (Homepage/Source/Changelog) to pyproject.toml so they appear on the PyPI page is a good follow-up, tracked separately.

Now that ssys is published, surface install up front: add PyPI version,
Python-versions, and MIT license badges plus a `pip install ssys` block at the
top of the README. Also drop the now-obsolete "release uploads are deferred"
clause from the Scope note. The license badge links to the local LICENSE file
to satisfy the release-metadata gate's no-GitHub-URL rule.
