Build 0111 — OOBE wallpaper, loading handoff, taskbar fix

Pre-release ISO from branch cursor/oobe-wallpaper-loading-0e16 (not merged to main).

Includes (on top of Build 0110)

  1. Make this computer yours — choose 1 of 3 desktop backgrounds before account setup (applies only to the new user)
  2. Loading overlay — “We are setting your computer up” stays visible through session restart until the taskbar is ready (no black flash)
  3. Taskbar on first login — panel signals when mapped; font cache and linger enabled for new users
  4. Create a computer account — Win8-style OOBE with auto-login after setup
