[Adobe]: claims PDF does not identify as compliant

Adobe claims that the following:

"does not identify itself as compliant with any standard." Screenshot:

VeraPDF reports that the PDF is compliant with UA-2. If I swap the comments so that the PDF is UA-1, then Adobe reports that the PDF conforms to the standard PDF/UA-1.
