feat(control-protocol): workflow list total + workflow_ref filter

Additive, backward-compatible (cut off v0.7.0-rc.6 to keep the change isolated):
WorkflowListRequest gains `workflow_ref` (the workflow-type filter) and
WorkflowListResponse gains `total` (matching runs across all pages, so the UI can
show a count + numbered pages). Both Option, serde-defaulted + skipped when None.
