Change

Version-only release bump from v0.4.64 to v0.4.65 after the generation-fenced recovery-ref prerequisite merged in PR #66.

Verification

  • cargo check --locked --all-targets --all-features
  • git diff --check
  • diff contains only Cargo.toml and Cargo.lock version metadata

Release/deployment

After exact-head CI/review and merge, create the write-once v0.4.65 tag on the exact merge commit and independently verify all archive and inner-binary hashes. This runner must then be embedded in a new immutable run-node image before TASK-809 behavior can execute in production coding nodes.

VERDICT: APPROVE

No blocking findings. The diff is correctly limited to the matching package-version metadata in Cargo.toml and Cargo.lock, both moving from 0.4.64 to 0.4.65.
