A set -e arithmetic bug made sync-system-instructions.sh exit after the first repository because counter increments returned nonzero on zero values. The increments now carry || true and the script processes every repository in the base directory. The Claude CLI dependency for commit and push operations was dropped together with the commit_with_claude() function, replaced by pure git commands that are deterministic and need no AI agent.
