Release dyn_array 2.3.1 2024-08-28

Improve the Makefile. In particular: Improved the make depend and the make install rules, and added make uninstall.

Rename dyn_array.a to libdyn_array.a.

To allow for linking in this library from say /usr/local/lib the library file has to be renamed to /usr/local/libdyn_array.a.

The dbg library and header files are no longer required to be installed in order to compile this code and to test this code.

IMPORTANT NOTE: There was NO change to the dyn_array API. The dyn_array.c and dyn_array.h were NOT touched.

Improved the man page.
