Final reviewed ClawLedger bounty snapshot. Adds a ZeroClaw protocol-shaped skill-only plugin bundle, a 90-second judge guide, 19 tests, and a full submission-validation workflow covering wheel build/install, installed-CLI reproduction, public Devnet construction, and secret-pattern scanning.
