Fixes #37: set_sequence_frame_rate now converts fps to Premiere ticks per frame using a Time value, validates the requested range, and verifies the applied timebase. Includes the signed Windows CEP package introduced in v1.3.0. Validation: 349 tests; Windows/macOS Node 20, 22, and 24 CI; clean root audit; verified signed ZXP; registry tarball inspection.
