Patch release that makes the workflow Skill trigger for intent-capture requests.

Fixed

• The Skill now explicitly triggers for capture/captura and prepare/prepara requests.
• The Skill continues to require the installed local CLI, literal intent preservation, and safe workflow boundaries.
