This script lives in the mathlib-ci repository. To run it locally, from your mathlib4 directory:

git clone https://github.com/leanprover-community/mathlib-ci.git ../mathlib-ci
../mathlib-ci/scripts/reporting/technical-debt-metrics.sh pr_summary

• The relative value is the weighted sum of the differences with weight given by the inverse of the current value of the statistic.
• The absolute value is the relative value divided by the total sum of the inverses of the current values (i.e. the weighted average of the differences).

No I don't believe I did, deprecating Symmetric requires changing all usages of the SimpleGraph constructor.

I could just as well call the change you did to edgeSet_subset_compl_diagSet here scope-creep, but I don't think there's anything wrong with it being here. (btw irrefl_def is probably what you're looking for)

If anything, I need the change here for a PR that makes a change concurrent to the titular one of #38092. Therefore it doesn't make sense for me to wait for #38092 to ve merged
