Added a note about docker needing more than the 8GB default to work as a prerequisite, add a script that makes HMR development possible in the sandboxed setting, and modified
make containerto not do a clean-install every single time, which is painfully slow on mediocre wifi.Also adds collab-server/package.json to don't-docker-ignore, not ignoring package.json in a npm workspace seems like trouble.
