Updated US academic standards from CGLT data
- Refreshed existing standards frameworks' content
- Added new standards frameworks with new UUIDs and isCurrent=true
  - New frameworks are not yet aligned with Learning components.
    Currently, all Learning components → Standards alignments still reference the old standards.
- Deprecated old standards frameworks with isCurrent=false (preserved existing relationships)
- Removed isCurrent from StandardsFrameworkItem (remains on StandardsFramework)
- Updated adoptionStatus to reflect CGLT values
- Updated gradeLevel values to match CGLT source values
