Observed behavior
After I approve a channel for the Community library as an admin, wait a reasonable amount of time and go to the Community Library page then I don't see the newly approved channel there. I'm trying to confirm that #5822 is fixed but perhaps the change made there has resulted in this regression (though it could be unrelated)...

Expected behavior
When an admin has approved a channel submitted for approval for the Community Library then that channel should appear in the Community Library.
Steps to reproduce the issue
- Sign in to Studio at Unstable
- Create a new channel, import content and publish it.
- Click the Share button, select the 'Submit to community library' option and submit the form.
- Approve the submission as an admin
- Go to the Community Library page and search for the approved channel
