Unstable - Newly approved channels don't appear in the Community Library #5843

Observed behavior

After I approve a channel for the Community library as an admin, wait a reasonable amount of time and go to the Community Library page then I don't see the newly approved channel there. I'm trying to confirm that #5822 is fixed but perhaps the change made there has resulted in this regression (though it could be unrelated)...

Expected behavior

When an admin has approved a channel submitted for approval for the Community Library then that channel should appear in the Community Library.

Steps to reproduce the issue

  1. Sign in to Studio at Unstable
  2. Create a new channel, import content and publish it.
  3. Click the Share button, select the 'Submit to community library' option and submit the form.
  4. Approve the submission as an admin
  5. Go to the Community Library page and search for the approved channel
