Patch Changes

• de70d6e: Stop the spec-contract dogfooding test from breaking the public release.

  The guard reads this repository's own iteration specs, but specs/ is
  private-repo-only and never reaches the public mirror, so the test threw ENOENT
  there and failed the mirror's CI — which blocked publishing. It now skips when
  no shipped spec is present, matching how the registry manifest contract test
  already behaves.
