This hotfix restores reliable Studio reopening and application shutdown on
Windows.

Fixed

• Fixed Studio reopening as a transparent, unresponsive box after it had been
  closed on Windows.
• Fixed closing the Windows toolbar so it exits the entire application instead
  of leaving Studio running in the background.
• Kept the loaded Studio webview alive between closes and delayed any emergency
  rebuilt window until its page is ready.
