Added crt.sh links and removed text file links for all root and intermediate certificates to provide much cleaner, more powerful information. Noticed an inconsistency in two of the text files (PEM certificate appended at bottom of https://letsencrypt.org/certs/lets-encrypt-r3-cross-signed.txt and https://letsencrypt.org/certs/lets-encrypt-r4-cross-signed.txt).

Thanks! I don't want to remove the txt links because crt.sh doesn't have a great uptime story. I want people to be able to access the txt version even when crt.sh is down.

Updated lastmod field
Restored links to text files.

I've restored the text file links. I'll try to address the inconsistencies in the text files later in a different PR. This is ready for review again.
