Helm metrics annotations

Prometheus pod annotations are now omitted by default. Set metrics.enabled: true to add the scrape, port, path, and scheme annotations to API, proxy, and MCP pods.

Upgrade note

Replace metrics.scrape: true in existing values files with:

metrics:
  enabled: true

metrics.enabled defaults to false and controls annotation rendering only. Metrics endpoints remain available at /__fleet/api/metrics, /__fleet/proxy/metrics, and /mcp/metrics.
