add RTSP catchup enhancements

  • Implement negative caching for RTSP catchup failures (fast-fail on repeated 404s)
  • Implement success caching for RTSP catchup requests (reuse final RTSP URL)
  • Increase maximum RTSP redirects from 5 to 12
  • Enhance catchup source detection for RTSP streams
  • Add catchup recent block hours feature (block very recent programs in EPG)
  • Improve catchup segment building and player state management
  • Add OpenWrt x86_64 IPK build workflow

Based on main (v3.11.0) with catchup fixes from v3.10.1-fix-catchup-branch.
