Goal

Fix the Lexmount browser skill installer release so installed skills bootstrap the matching lex-browser-runtime release instead of drifting to the GitHub default branch.

Changes

• Bump installer/runtime version to 0.2.3.
• Add skills/lexmount-browser/runtime-requirement.txt pinned to v0.2.3.
• Include the runtime requirement file in the npm package.
• Update skill bootstrap logic to read the pinned runtime requirement when installed.
• Preserve local source checkout behavior for development installs.
