A Note about this version

I haven't been "version" controlling conan-config which I should have been. For every few changes we make it makes sense for us to consider a version that developers can fall back on when things worked. Currently this is only meant for developers and not for CI. CI will continue to use what is on main to ensure that we can catch regression or changes to the configurations.
