HealhtMonitor: Allow health check interval to be configured #91

FEATURE REQUEST
What happened:
The health monitor interval is hardcoded to 2 mins right now, but some users might want a faster failover time in case the driver or node fails.
What you expected to happen:
Allow the interval to be configured. Set a minimum limit of 30 seconds so as not to cause a lot of chaos in the cluster. Default should still be 2 mins
