[LINUX] Cannot drag games/files into Retroarch Window

Description

Dragging any game into the RetroArch window does not do anything on X11 (any WM/DE)

Expected behavior

Dragging a rom or file into RetroArch should lead to an attempt to load the rom or file like on Windows.

Actual behavior

No response from RetroArch, cursor does not even indicate dropping as an option.

Steps to reproduce the bug

1. Install RetroArch on any GNU/Linux operating system
2. Verify the emulator can load using the in-built XMB file manager
3. Attempt to load the same file by dragging the file from any GTK or QT file manager such as Nautilus or Dolphin

There was some work put into moving to libui. This change is likely the best way to make the same UI behavior across platforms.

This is not necessarily a bug, it's just that we just don't have a UI companion driver for *nix, only Windows and OSX. Notice how there is no File/Help/etc. menubar under Linux either... that is also handled by the UI companion.

@RobLoach I'm pretty sure libui does not handle drag&drop operations.

This was implemented for Windows but not Linux. Might be time to implement it.
