Use ordinary pull requests and manual dependency chains by default. GitHub native stacks require a clear, strong request for that feature in the current task; generic stacking, CI, merge, or release requests must not trigger registration or proactive suggestions.
Align the canonical reference, dev/DevOps routes, and actual SessionStart/compact recovery hint. Preserve safe inspection of existing stacks and separately authorized cleanup. Prepare v0.2.20 without dependency changes.
Validation: 14 focused runtime/compiled-CLI tests pass; build, source/dist parity, drift/version checks pass; independent plan and implementation reviews pass. Exact-head cross-platform CI, WSL, and packed-install gates remain required.
