Because we decided to wait for option_simplified_commitment for 0.1, gonna close anything that relies on it and just note the steps we should take after option_simplified_commitment here:

• Should implement the closing dance, which will likely change substantially at that point (originally Waiting option_simplified_commitment to implement closing tx tracking #331).
