Overview

Complete comprehensive audit of all scripts in .github/scripts/ and classify each as:

• PORTABLE: Reusable utilities (move to scripts/)
• HYBRID: Mixed portable/control-plane components (requires review)
• CONTROL-PLANE-SPECIFIC: GitHub-specific (keep in .github/scripts/)

Status: ✅ COMPLETE

• 11x larger scope than preliminary estimate
