ci: build CPU and GPU plugin flavors

- add -Pgpu toggle (default true) swapping onnxruntime_gpu <-> onnxruntime
- CI matrix builds cpu (~110 MB, +macOS) and gpu (~0.5 GB); zip named per variant
- both flavors attach to the Release on tag builds
- README: document the two download flavors
