Release 1.3

This is a bug fix release. There was a potential issue with the way we were accessing the Windows Audio system that may lead to a ial crash? I was never able to replicate this in testing even when running the DLL function over 5 million times, but I did see some strange behavior after leaving the widget alone for 12-16 hours or so.

After researching, unsure if the widget itself was the cause, or a strange interaction between spotify and windows, but either way, we can clean up the way we access the system, and so we did.
