This patch fixes the Istio Gateway autoscaling problem, where HPA and Istiod were both claiming control over the number of replicas.
Users are also advised to match resource requests with resource limits, to ensure HPA does not schedule new replicas prematurely.
The resource update can be only be changed in the env/settings/ingress.yaml file in the values repository.
