Originated from #2150. Combined Debian 8 and 9 upgrade guides into one. The D8 upgrade guide was deprecated and aliased to this one.
Now we can simply make small edits to this page in the future and won't accrue a list of outdated and irrelevant pages in the library. Unless there are significant changes in Debian's release and life cycles, we'll only ever need to span 3 releases here at most.
