test: [UIE-10554] - Fix LKE create test following APL launch

Description 📝

This fixes a test failure in lke-create.spec.ts following the aplLkeE feature flag flip that was made in the develop environment a few weeks ago.

The test used to expect the APL section to be disabled when creating LKE-E clusters, and this change updates the test to assert that these options are now present and can be selected.

Upon production release, changes in this PR will be visible to:

• All customers
• Some customers (e.g. in Beta or Limited Availability)
• No customers / Not applicable

Target release date 🗓️

Ideally before this next release is cut.
