Adds the promote-stage workflow for the self-hosted stlc SDK pipeline (Stainless → stlc migration).

stainless/releasebranch — force-pushed by thelinq-sdksBuild SDKs workflow after regeneration — this opens or refreshes a release PR intomain. Merging that release PR triggers release-please.
