PHC undervolting values not in effect after resume from suspend

I have PHC values put into the config file and they work upon boot, but when the system returns from suspend, the CPU is running on default voltages even though the
/sys/devices/system/cpu/cpu0/cpufreq/phc_controls file still holds the undervolted values

The processor is Core 2 Duo

If as you say /sys/devices/system/cpu/cpu0/cpufreq/phc_controls shows the correct values after resume why do you consider this a TLP issue?

Well, the values eventually take effect, but it takes like 5-10 minutes after resume from suspend.

At the same time, conky tells me what exactly is the current voltage of the CPU, so I can see when the values from PHC are not being used.

What I understand is:

(2.) shows the undervolted values (written by TLP) immediately after resume
(1.) shows the undervolted voltages (from MSR) 5-10 minutes after resume

Conclusion: there is a problem within the kernel or with PHC.

Sorry, but I still see no TLP issue.

The thing is, until yesterday, I wasn't using TLP, but pure phc script and never had this problem.
Yesterday I changed to TLP (which in general is great) and voila.

Does it happen on ac or bat power or both?

Did you uninstall TLP packages and checked again? You won't believe how many users attribute a problem to TLP just to learn that it persists even after an uninstall ...

ps. or comment out TLPs PHC-Setting and try to use your own script

Perhaps I found the cause. It seems to be something I though of after reading the contact of TLP config file.

It looks, like TLP sets votages only for cpu0, and cpu1 etc stay at default. This seems to be collaborated but the info in the config file, which only mentions cpu0.
So far I only observed it after resume and not after boot.

Btw: using voltages of :0 seems a bit strange to me, the C2D doesn't accept voltages lower than the default of the lowest frequency, 19 in your case.

Ok, I will check it when I have more time. But it looks like TLP does not keep it at predefined values after all.

Those are the lowest available voltages on my C2D. It translates into 0.95V from 800-1800MHz and goes up to 1V on 2000 and 2100 MHz

You're running Arch Linux. The Arch implementation of pm-utils does not call pm-powersave before suspend and after resume, so the TLP settings do not get a refresh upon resume (as for example in Fedora which uses systemd too).

Could you try if

tlp start

immeditately after resume sets the voltages correctly?
