Add docs/generate_docs.py to generate self-contained HTML documentation
from ansible-doc JSON output. Extend the release workflow with two new
downstream jobs: github-release (creates a GitHub Release with the
collection tarball attached) and docs (generates and deploys HTML docs
to GitHub Pages).
