feat(pnpm): add --filter flag, test and run subcommands

Support workspace filtering: rtk pnpm --filter @pkg test -- file.test.ts
Add Test and Run subcommands that thread --filter args through to pnpm.
External_subcommand passthrough also forwards --filter correctly.
