[C-139] Broken filter preview when one of the range values is null

Steps to reproduce:

1. Access Member list and click on "Reach" filter
2. Click on the "between" option and only set the "From" value
3. Hit Apply
4. The filter preview after the filter is applied is broken (only shows the close button)

Solution:

• Ideally, either the filter should prevent applying without both values, or the filter preview should display the only value that is submitted. @nuno could you give your input on this as well?
