fix: readjust Temporal timeout settings for member enrichment (CM-869)

Note

Updates Temporal workflow settings to reduce aggressive retries and allow longer executions.

• In enrichMember, increase retry backoff: initialInterval to 5 minutes (from 60s) and maximumInterval to 10 minutes (from 5 minutes)
• In getMembersToEnrich, extend child workflowExecutionTimeout to 60 minutes (from 45 minutes) and remove the child retry configuration
