EasyCLA is not updating the user_name once created

Summary

Noticed that EasyCLA fills he user_name in the cla_prod_users table from the user GitHub, GitLab or LFID profile. However, if there is a change on the name in any of the platforms, EasyCLA won't update this field again.

Background

This field is parsed and auto-populated in the DocuSign name field. When the user changes the name and attempts a signature in a different project, they see the previous name.

Expected behavior

We need to make sure this is updated upon user interaction with EasyCLA.

I believe this should be updated when user will attempt to sign ICLA/ECLA.

@mlehotskylf when the user attempts the ICLA/ECLA signature is interacting with EasyCLA, aka accessing the contributor console, which is when the field should be updated.
