Learn about vigilant mode. 
display panel: Call new ResetMonitorsConfig for reset-to-defaults.

Muffin can do this, and coordinate an auto-reconfigure in either
session type (instead of forcing a Cinnamon restart).

Also remove some experimental handling and fractional scaling
code. Fractional scaling is now the normal behavior in Wayland
sessions.
