Pin the test timezone to UTC on Windows
conftest set TZ to UTC and called time.tzset, which Windows does not
have. The C runtime kept the machine's timezone, so every test that
reads local time used it. With Pacific time, 1970-01-01 starts at
epoch 28800, after the seed plays, and the archive home stats came
back empty. conftest now calls the C runtime's _tzset through ctypes.
