v2.3.1 — Weather display toggle

• Weather display off by default (#484, PR #488). The tool-failure signals (stuck, error_cluster, error_cumulative, tool_failure) are unreliable across all data paths — cumulative inflation on Anthropic proxy, absent fields on imported data, decoder defects on OpenAI wire. Weather computation and persistence continue running; only the six render sites are hidden behind a localStorage tri-state toggle (default OFF). Append ?weather=on to inspect.
